Our team has been involved in a variety of projects across Europe, from the application stage through project implementation, management and final project reporting as well as successful completion.

The team is composed of senior experts with proven expertise in transport, project management, regulatory and policy issues and business development.

We follow an interdisciplinary approach and always proceed in close conjunction with our clients.

Frédéric Maas

Frédéric Maas

Frédéric studied European governance and economics in France, Switzerland and Canada. In addition he is a certified and authorised Translator and Interpreter and a Business Mediator (European Business School). Thanks to his business and transport expertise Frédéric has supported the coordination of 9 TEN-T and CEF projects, two Framework Research projects and 4 ESF projects.

Marc Binzenhöfer

Marc Binzenhöfer

Marc holds a degree in political science from the European University Viadrina, Frankfurt (Oder)/Germany located at the Polish border. After first professional experiences in Italy and Poland he started his career in sales. In 2009 he extended his consulting activity to financial services and EU-funding. In addition to administrative coordination he supports the team with bi- and multilateral interaction for project setup and implementation.

Stefan Zickgraf

Stefan Zickgraf

Stefan is a trained lawyer with a 20-year track record in European affairs. Stefan started his career in a law firm in Cologne and is registered as a lawyer and a member of the Bar Association in Germany. After a first professional experience at the German Chamber of Commerce in Porto, Stefan has been working in Brussels since 1998 and was involved in a large number of European projects, three of which he personally coordinated. Stefan acted as the Managing Director of a pan-European Association for 10 years and currently serves as a Board Member of the EUREKA Metallurgy Cluster in Brussels. He has been Project Coordinator of two Framework Research projects until 2013. He has as well supported the implementation and coordination of two ESF projects in that period. Stefan is involved in TEN-T projects since 15 years and has supported the application, implementation and coordination of TEN-T and CEF projects in the area e-mobility from 2008 until to date.

Markus Russ

Markus Russ

Up to 2009, Markus Russ was the head of the Hanns-Seidel Foundation in Brussels. Since 2007, he is the EU-representative of Times Media GmbH and acts as ‘Senior Advisor, European Union’ for AmCham Germany since 2012. Markus Russ served 12 years in the German Army in several positions, inter alia as press officer. He is one of the founding members of the European Network of Political Foundations (ENOP). Markus is a recipient of the Mérite Européen and the Bulgarian “Golden Laurel”.

Rachel Gorfinkel

Rachel Gorfinkel

Since 2011, Rachel Gorfinkel has worked for Concilius in different positions. Prior to her occupation in Brussels, she was based in Berlin and Munich. Rachel is responsible for Project Management and Campaigning in diverse policy fields, such as healthcare and industrial policies.
She is an expert in planning and implementing targeted communication strategies and has a vast network to relevant stakeholders in Brussels and Berlin. She holds a Master in Political Science from the Ludwigs-Maximilians-University in Munich
and graduated as communication manager at the German Press Academy in Berlin (Deutsche Presseakadmie – depak).

Alisa Gühlstorf

Alisa Gühlstorf

Before joining the team in January 2016 Alisa Gühlstorf studied in Maastricht, Prague and Lund. She holds a BA in European Studies from Maastricht University and a MSc in Welfare Policies and Management from Lund University. In addition to an internship at Deutsche Gesellschaft e.V. in Berlin and volunteering activities at Lund University’s student council, Alisa worked as a translator for the security service provider GWS. At Concilius Alisa acts as Account Manager in the area of EU Funding and strategy. Alisa manages the relationship with and amongst the clients and is responsible for external coordination and process management of funding proposals. She is in charge of all technical and administrative as well as content-related aspects of funding proposals and supports the policy monitoring activities at Concilius.

Sabine Pellkofer

Sabine Pellkofer

Member of the Board of Management

Corporate and governmental affairs executive with international manufacturing industry and public administration expertise. Deep understanding of European Affairs (10 years of experience in high level governmental affairs, 15 years within the European Institutions). Extensive professional network of stakeholders and decision makers across various industry sectors, associations, Brussels based media, EU Institutions and the Permanent Representations of EU Member States. Broad language skills German, French and English. Master’s in economics (Freiburg/ Germany).
